In the XT's case, the float level is set with the carb upside down, so a low float level results in high fuel level in the bowl. That said, the fuel level in the bowl has a bulk effect on the mixture. Low fuel level could/would cause the engine to run a bit lean. So hard to start, won't idle cold, etc. It's also possible it might stumble or run out of gas during full throttle operation.
