It’s fixed! I combined the carb body that Muniac very generously sent me with parts from my carb to make a complete carb. I took the bike for a ride this morning and it runs great. No hesitation or surging. It pulls cleanly throughout the entire range.

Apparently the issue had something to do with the carb body. My guess is a blocked/partially blocked passage or a crack somewhere. I plan on looking into it more at some point as it would be nice to know exactly what caused the issue. I’ll post the result if I figure it out.
