My ‘99 225 does everything well except stop. Front brake disassembled, cleaned, flushed and new pads. Installed braided steel line. Brake bled to super solid lever feel. Go for a ride and front barely grabs. Possibly a littler better after dragging brake to generate heat. Pads are “stock” replacements.

new pads on old rotor? any chance of pad contamination by brake fluid?

they can take awhile to break in, especially if the rotors are grooved. you may also want to scuff up the rotor slightly with a scotchbrite pad or medium steel wool.

If the rotor is glazed from the old pads, its not gonna bite at all. You can try scuffing it thoroughly with 200 grit paper then hosing it down with brake cleaner.

And to Paul's point, the front brake has always been less than stellar.

The only thing I can offer is to use the most aggressive pads you can find. I use Ferodo FDB383SG and they're OK. I'd use their CP1 or XRAC compound but they don't offer it for that pad.

A new rotor with new pads is as good as it can get. What condition is the rotor?
