yes. I just cleaned it. I have an OMI fuel filter as well.

If the bike is otherwise stock, it should probably have a 125 main jet, though some have a 122.5. Are there any shims under the needle? Generally there's no need for shims. The float level could also be significantly too high which would cause low fuel level in the bowl and maybe starve it of gas at higher speeds.

Is that the stock air filter? And you did oil it as well?

It just sounds to me like a weak mixture. Too much air to fuel.

Spark arrester plugged? Pull it off and see if it is cured.

That year XT had a #130 main jet.

I'm having the same trouble, I think I've narrowed it down to the air cut off valve cover. Give it a quick google and you'll see the problem. Either cracked, not seated properly or missing o rings. The vacuum that passes through the cover lifts the diaphragm. Less vacuum equals less power. Also a cracked manifold can cause a similar problem if it's really bad, I think.
