WTF.. No way in HELL that sick CHILD ABUSE like this by a Police Officer (or anyone else for that matter) doesn't demand and require criminal prosecution..

Some will say, and I will agree, .."We don't know the whole story." But what I know without a shadow of doubt, as a long time Police Officer myself, is that a handcuffed behind her back 9 year old child, crying for her father while sitting in the back seat of a caged police vehicle, hysterical about the situation she finds herself caught up in and surrounded by 7 police officers, has to be pepper sprayed 'IN HER EYES' in order to 'control her', by a lady cop who calls her "dear" before sadistically assaulting her!!!.. No fu*k!ng WAY!..

Rochester Democrat and Chronicle:

A Rochester police officer was "required" to spray an "irritant" in the face of a handcuffed 9-year-old girl sitting in the back of a police car Friday, the department announced Saturday morning.

Officers were called to a home on Avenue B at 3:30 p.m. Friday for "family trouble," involving a potentially stolen vehicle. During the call, officers were approached by the custodial parent of a minor, who told the officer she feared her daughter would harm herself and others.

The child ran away from the home and was apprehended on nearby Harris Street. "The minor became agitated when she saw her custodial parent," an RPD release stated.

Definitely not parent or police material.

Something that's troubled me for a long time has been the ongoing militarization of our police forces, not only in weapons training and quasi-military tactics, but in how they increasingly appear to the communities they're sworn to defend and protect to be more hindrance than help - more an 'occupying force' instead of a trusted ally working with the community for its betterment.

Of course there's always going to be 'bad guys' that police need to 'bring to justice'. But making an entire community feel as if their police force is no longer 'on their side', looking instead for any excuse to bring military weapons, training and hardware into play to 'bully people', often indiscriminately, into submission over the sort of things that in my day we handled in one man patrol vehicles with a calm demeanor about us and a willingness to listen to the public's concerns, verges on insanity in my view.

Before charging into something that really didn't need charging into, we were taught to take a step back and see if we could come up with a solution that would defuse the situation and avoid the kind of destructive confrontational crap we see so much of today.

How we ever got from the "To Protect and To Serve" policing I knew and lived in the '60s and '70s, to the 'Hit 'Em Hard and Make Them Mofos Weep' tactics of today, with traumatized children handcuffed in the back of a police vehicle no exception to those you can 'pepper spray' directly in the eyes because you and your police officer backup buddies are 'too stupid and insensitive' to handle a hysterical 9 year old who wants her father is a mystery to me.

Lunacy like this is absolutely a mystery in my book - a mystery that demands the sort of solution that police forces with the militaristic 'bit in their teeth' will no doubt fight tooth and nail as they seek to serve and protect their own special interests.

Quasi-military training and equipping has led today's police forces to 'view' everything they encounter from an "Us vs Them" perspective. At times that perspective may be justified. But when when such an approach carries over into virtually every interaction the public has with police officers it's beyond simply 'counter productive', it's downright dangerous..

George I don't even know what to say about this. It is certainly criminal police abuse. And it is not an isolated case. I have nothing but contempt for Biden, but I do agree that police should not under any circumstances have access to military weapons or training. The cop that committed this assault on a child should spend many years in prison. If you remember, Sheriff Joe had a tank. Why would a sheriffs department need a tank? Back about 20 years ago a woman was murdered by a cop at the Walgreens pharmacy drive through across the street from my house for trying to fill a fake prescription. This same cop had been responsible for the death of an innocent driver when he refused to break off a pursuit as ordered by his superior (with no lights or siren) and the guy he was chasing ran a red light, killing someone who was in the intersection. He was tried for murder in the Walgreens case, and a jury found him innocent. Apparently a lot of juries believe that cops are incapable of committing crimes. He was then hired by the Pinal County Sheriffs department as a prison guard, and the first week on the job he pepper sprayed an inmate for no apparent reason. He was fired, and I have no idea where he is now. There have been at least 5 murders committed by police officers here in the Phoenix area during the past 20 years that I know about. All of them happened when a cop shot an unarmed person who was not presenting any danger to them whatsoever.


The city of Mesa police cars say "Leaders in Law Enforcement" instead of " To Protect and To Serve"

There has definitely been a drastic change in the relationship between police and citizens over the past few decades. And not for the better.

Lovely Warren, Rochester, NY Mayor, issued a statement saying 'some' of the officers involved in the 9-year-old’s pepper-spraying had been suspended while an internal probe of the incident is being conducted. The unnamed officers who were suspended continue to receive full pay.

Monday's brief video, showing an emotionally distressed 9 year old girl handcuffed in the back of a police car as officers attempt to 'subdue her', is difficult to watch. As the girl sobs, asking for her father, the female officer at the vehicle's open driver's side rear door threatens to pepper spray the child if she doesn’t 'calm down'. Moments later that same officer pepper sprays the restrained and highly distraught child IN HER FACE AND EYES.

The female officer warned the traumatized near hysterical 9 year old she would pepper spray her if the girl failed to heed her warning and 'calm down'. Moments later, without any attempt at all to defuse the situation and calm the girl herself, the female officer, many times this 9 year old's size physically, pepper sprayed her in her face and eyes and left her screaming in agony on the back seat of the police vehicle as the rear doors were closed on her. One officer at the rear of the vehicle is recorded saying, "Unbelievable!" as the vehicle's doors close leaving the assaulted child screaming in pain..

Police were responding to “family trouble” and a potentially stolen vehicle at the time. They claim the girl was handcuffed and restrained in the back of the police vehicle "for her own safety” at the request of a parent.

No legitimate police officer, focused on protecting and serving his or her community, would escalate a "for her own safety" restraint of a hysterical 9 year old girl, handcuffed behind her back in the rear seat of a police vehicle, to the point of pepper spraying the girl in her face and eyes to get her to 'calm down'.

If that's an accurate reflection of how police officers are being trained to respond these days, heaven help us all. If it's not (and that's my hope), ..if what we see in that 'body-cam' video is the exact opposite of how officers are trained to respond to traumatize children, ..trained instead to calm them with a supportive and protective presence, then at the very least the female officer who escalated this 'protective restraint' to the point of criminal assault on that hysterical child, and possibly her accomplice on the far side of the vehicle who's body camera captured the event, should not escape prosecution..

A good read on how the police moved away from the 'protect and serve' model to what we have now is, The Rise Of The Warrior Cop by Radley Balko. It explains the transfer to local police departments of military equipment and tactics and why they thought it was a good idea at the time. How swat teams were formed to combat very bad people, but now are used when serving misdemeanor warrants, with bad results for the citizens.
I have always had respect for cops, they have a crappy job and deal with some of the worst people. It seems like we hear more and more about them escalating a situation rather than deescalating. Watching the news one evening and my wife wondered why the cops shot someone 7 times. Having been mountain biking on trails next to the police shooting range, I explained that is how they train. They unload one magazine into the target, then pop a new clip in and unload it too!
I'm just glad that I am white and don't carry a cellphone ,which everyone knows looks like a gun to a cop! Those two things will help extend my life when confronted by police.

The case that first focused my attention on this issue of militarizing our police departments took place somewhere in the east valley, possibly Chandler if memory serves. A young man and his wife (or girlfriend) had rented a motel room for the night. Someone called the Police because he supposedly had a firearm they felt 'threatened' by.

The police arrived and a couple of tactically garbed officers armed with military rifles called for him to exit the room he was in. He did so with his hands up, complying with their demands. The more aggressive of the two officers ordered him to lie on his stomach in the hallway, which again he did. The officer then ordered the young man to crawl towards him, which again he did.

As the young man was doing his best to comply with this aggressive officer's orders, crawling on his belly on the floor of the hallway in the officer's direction, completely unarmed and helpless, the officer suddenly shot and killed him - claiming he 'felt threatened' by this fully compliant unarmed young man who was doing exactly what the officer had instructed him to do.

Of course the young man wasn't a threat to anyone. And if memory serves the 'weapon' he was reported to have turned out to be an air rifle (or handgun?) he had for legitimate purposes.

I should have looked up the details of this case before posting what I recall of it. But the fact is, the officer 'murdered' an unarmed young man in the hallway of the place he was staying because he felt 'threatened' in some irrational way by this unarmed defenseless man crawling on his belly trying his best to comply with the orders the officer was shouting at him..

That whole thing reminded me of sadistic 'war stories' where unarmed non-combatants of all ages and sexes have been gunned down and killed by hyper agitated soldiers motivated by anger and fear to ignore the rules of engagement they're charged with upholding as they seek to insure their own safety in the face of unknown and often imagined threats.

'Shoot First and Ask Questions Later' gets innocent people killed and makes police officers even more prone to irrational violence than they're already conditioned to be by the completely redefined militaristic nature of the job as they're trained to see it..

The world has changed in the last 50 years. As criminals have raised the ante, so must the police force. Balance of power and all that. When you're in a job where someone might walk up and shoot you in the face because of the uniform you wear, I can understand being a little edgy. I don't agree with immunity from prosecution because of the uniform, and we've seen plenty of that in recent history. However, I do think that by being uncooperative, combative, or fleeing from the police, you're implicitly agreeing to an escalation of force.

Sometimes "shock and awe" or an overwhelming show of force is the safest thing for everyone. I'm reminded of my days riding sportbikes on the (in)famous Dragon. Cruiser guys would fuss when sportbikes would blow past them "from out of nowhere". From my experience on the seat of that sportbike, that was the safest way to get past the rolling roadblock. If you came up behind them and hung out there for a bit, they'd inevitably try to go faster. Then the mistakes would start... running wide, crossing the centerline, spending more time watching their mirrors than the road ahead, dragging hard parts.... it would get scary really fast. The best option was to pick a short straight and blow past them with little warning.

In this instance, I get the idea that this family and the local law enforcement were relatively well acquainted prior to this incident. If the girl was thrashing around in the back of the car and at risk of hurting herself doing so, what recourse do the officers have?


This shall pass, be still and know.
